Dr. Darren Scott Blackburn is an educator, researcher, and consultant whose work focuses on how professionals develop the judgment, confidence, and sense of belonging required to succeed in high-stakes fields. He currently serves as Dean at a Canadian post-secondary institution, where he has spent over two decades building degree, diploma, and certificate programs in public safety and emergency management. His doctoral research at the University of British Columbia is the first empirical study of professional identity formation in Canadian emergency managers, examining how practitioners move from simply performing skills to being recognized as legitimate professionals in their field.
Dr. Blackburn brings a rare combination of academic rigour and practical experience to his consulting, speaking, and advisory work. He has led applied research projects funded by federal and provincial agencies, co-edited a textbook used in emergency management classrooms across Canada, and served on national standards committees shaping the field. In 2025, he was awarded the King Charles III Coronation Medal in recognition of his contributions to emergency management in Canada.
